EL-RUFAI IN THREE YEARS.

EDUCATION
- Massive renovation of the state owned public schools across the state.
-Supplying of classroom furniture (desks and tables) to the state public schools.
-Employing 2280 science teachers who have for long been deployed to their respective places of assignment.
-Infrastructural development in state owned tertiary institutions.
-Increased budgetary allocation to education sector.
- Improving quality of teaching in primary schools by laying off 20,000 unqualified primary school teachers and replacing them with 25,000 competent ones.
-Free Primary and junior secondary education in the state owned schools.
-Supply of free school uniforms to students of primary and junior secondary schools.
-Free feeding programme in primary schools across the state.
-Partnering with Exoon Mobil to distribute free tablets containing reading materials to selected senior secondary school students and teachers.
-Organizing series of training and capacity building programme for its teachers.
-Free application into state owned tertiary institutions.
-Building of New Primary Schools in Rigasa
-Introduced the Smart Schools Programmes in partnership with Exxon Mobil under which 10,000 Samsung Tablets were given free of charge to selected senior secondary schools as a pilot scheme.
-Ongoing construction of six science secondary schools, financed by the Islamic Development Bank (ISDB), in Manchock, Hunkuyi, Pambeguwa, Rigachikun, Buruku and Jere.
-Increased Primary school enrolment from 1.1m in July 2015 to 2.1million pupils by September 2016. Secondary schools also recorded 29% increase in students who sat for WAEC in 2016 than in 2015. 2016 WAEC results show that Kaduna State is twelfth overall in Nigeria, but number 1 in the north.
-Passage of law to abolish street trading and Hawking to discourage parents from sending their children to the streets to trade or beg when they should be learning, especially as primary education was free.
JOB CREATION
-2550 Kaduna State Traffic and Environmental Control Agencies (KASTELEA) jobs.
-2280 Secondary School Science Teachers.

-6600 environmental sanitation workers.

ATTRACTING INVESTMENT
-unveiled the Ease of Doing Business charter as a result of which the state deservedly clinched the Business Day Award as the 2017 Best State in Ease of Doing Business
-Kaduna/Chinese partnership which gave birth to the signing of a pact with a Chinese firm to build a new 50,000 barrels per day refinery in the state.
-Signing of a tripartite memorandum with the government of Hebei province and the China Civil Engineering Construction Corporation to facilitate exchanges and cooperation in the areas of economy, trade, energy, infrastructure, technology, culture, education, tourism and health.
-Olam group of company located in Chikun Local Government Area of the state.
-Malaysian firm Biomas is on the process of establishing a Bio-fuel plant for Aviation fuel in the state.
-Signification of interest from Bill and Melinda Gates Foundation, Tony Blair foundation and Dangote group of companies to liaise with the state government to develop the state.
-Feed mill by SUNSEED group of companies in Zaria.
-Vicampro Potato farm in the southern part of Kaduna.
-Blue Camel Renewable Energy Company Kakuri.

REDUCED COST OF GOVERNANCE
-Reduced the number of ministries from 19 to 14.
-Reduced the number of permanent secretaries from 35 to 18.
-Appointed 14 commissioners, 10 Special Advisers and 12 Special Assistants as against the 24 Commissioners, 41 Special Advisers and about 400 Special Assistants appointed by the previous administration.
-Saved N1.2 billion within two months of its regime having blocked leakages.
-Stopped the funding of pilgrimage as well as the practice of governance as bazaar as obtained with past governments.
-Saved the state N3.5bn by renegotiating inherited liabilities.
-Despite recruiting 2,250 teachers, 2,550 KASTELEA marshals and 1,245 health workers, the states 2016 recurrent expenditures showed a N5 billion reduction in personnel cost to N21.8billion, compared to N26.8bn in 2015. This showed that the government succeeded in reducing that component of the cost of governance.
WATER PROJECT
-Settled the N3.8bn debt owed contractors of Zaria Water Projects and mobilised them to restart work
-Completion of the Phase one of the water project, which saw the construction of 150 million liters per day water treatment plant at Nagoyi, Zaria was commissioned on Saturday, 27th May 2017.
-Construction of reservoirs in over ten strategic locations across Zaria.
-Laying of water pipes connecting all areas within Zaria and its neighboring local governments.
-Renovation of all water corporation offices within Zaria and its environs.
-Retrofitting and rehabilitating of water works in 12 locations, including Manchock, Kafanchan, Saminaka, Birnin-Gwari, Kachia and Kaduna metropolis.
-Supply of utility vehicles and motorcycles to ease water corporation staff operational movements.
-Sunk numerous Boreholes to provide water for various communities.
HEALTH SECTOR REFORMS
-Partnership with GE to rehabilitate and equip 255 Health Centers across the state.
-Addressing manpower challenge in the health sector by recruiting health workers to man the various health centers of the state.
-Free antimalarial medication to every resident requiring treatment in a public hospitals.
-Increased Women antenatal attendance and hospital delivery thereby reducing maternal mortality rates.
-Increased Vaccine coverage.
-Recorded zero case of polio
- Collaborated with Servier International and Micro-Ensure to launch a hospital cover programme for people within 70 years and above in the state. Under the programme, the elderly particularly those suffering from diabetes and hypertension get free medication while bills are paid for those who are sick and admitted for two to three days in the state government hospitals.
-Increased life chances for babies, improved survival chances for pregnant women and ensured that the light of knowledge can shine on more children.
-Kaduna State won the First prize in two editions of the Maternal, Newborn and Child Health (MNCH)Week for testing more than 200,000 pregnant women, which showed HIV/AIDS prevalence of less than 0.3%.
-Implemented free healthcare for children under five, pregnant women and the elderly.
-Investing in cold stores which has ensured about 100% in vaccine coverage for polio and other childhood diseases.
-Partnering with DFID to equip 34 PHCs in 18 LGA’s with Solar power panels.
-Primary Health Care is now under one roof, with the State Primary Healthcare Development Agency exercising regulatory and administrative control, with backing legislation, to improve health outcomes.
-Signing tripartite agreement to strengthen primary health care with Bill & Melinda Gates Foundation and DFID. This also covers Routine Immunization.
-Secured accreditation for Barau Dikko Hospital as a teaching hospital used by medical students of the state owned university.
-Transforming the Doka hospital on the Abuja-Kaduna Road into a trauma center
-Making concerted efforts to complete the 300-bed specialist hospital at the Millennium City.
-Administered 1.3 million doses of Vitamin A to children.
-Distributed 271,262 long-lasting insecticidal nets.
-Provided 57,320 rapid diagnostic test kits and anti-malaria drugs to 391 health facilities in 23 LGAs.
-The Kaduna State Ambulance Service purchased three additional ambulances sent to Kwoi, Ikara and Gwamna Awan Hospital in Kakuri.
-Introduced a Contributory Health Insurance Scheme.
ENSURING ADHERENCE TO TRAFFIC RULES
-Established the Kaduna State Traffic and Environmental Law Agency (KASTELA). Establishment of this agency led to engagement of the services of over two thousand, five hundred traffic marshals who perform traffic and environmental enforcement duties.
-Increasing the states revenue through increased payment of licenses and payment of fines by traffic offenders.
PARTICIPATORY GOVERNMENT
-Keeping citizens informed of all government activities.
-Providing a forum for the governor or his cabinet members to periodically meet with citizens of the state to brainstorm and chart a way forward through Town Hall meetings.
-Interactive/consultative sessions with stakeholders, religious leaders and political office holders.
-Yearly Budget Town Hall Meetings with citizens before its presentation to State Assembly.
-Monthly media briefing by the state governor which features phone-in question and answer sessions.
-Periodic briefing by Commissioners and key Heads of Agencies.
YOUTH INCLUSIVENESS IN GOVERNANCE
-Appointing youths into various sensitive positions prominent amongst which are; Budget and planning commissioner, SSA on media, SA on Creative Arts Development, SSA on New Media, SA Public Affairs, SA on New Media, SA on Youths, SA on Job Creation, SA on Energy, SA on Mass Transit, SSA Admin, Technical Assistant (Media), SA on ICT, SA Protocol, amongst many others. The governor is indeed a pillar of Kaduna Youths.
BOOSTING IGR
-Recorded tremendous increase in the state’s internally generated revenue by generating more than 17 billion naira in 2016, as against the 11.5 billion naira generated in 2015.
-Enacting the Tax Codification Law, an investor friendly law that consolidates all taxes payable in the state in one law and one document. It harmonises the collection of revenue in a single agency.
ROAD DEVELOPMENT
-The 5.125 kilometer Kawo to Lugard Hall Round about Road expansion project with the contract fee trickled down from 3.685 billion to 2.50 billion, thus saving the state government about 1.1 billion naira. The road has been completed for use.
-Fixing or 414km of intracity roads across the state
-Completion of 4km, Rigasa Train Station to Airport Road, 9km Kagoma Township roads in Jama’a Local Government Area, Marafa Estate Roads,
-Rehabilitation of Nnamdi Azikiwe bye pass.
-Awarding about twenty nine contracts covering roads in both urban and rural areas in 18 of the 23 local government areas across the state. Some of the major ongoing projects are Ungwan Doki road, Ungwan Sarki road, dualisation of Rigasa road, Aliyu Makama road in Barnawa, expansion of Kano road junction to PZ road in Zaria, rehabilitation of Nnamdi Azikiwe way which is a federal road, construction of Mil Goma to Kwakweren Manu road, which links Basawa to Samaru and Shika, Sabon Gari Local Government Area amongst others.
-The Kaduna State Road Agency (KADRA) “Operation Zero Pothole” programme which saw the maintenance of federal and state roads across the state
-Drainage projects to tackle the flood challenge witnessed in parts of the state three years ago due to lack of drainages on the roads.
-Lighting up major cities in Kaduna state by making provision for street lights on some major roads of the state.
CIVIL SERVICE REFORMS
-Tackling corruption in the state civil service by carrying out a rigorous verification exercise for the state civil servants which led to the extrication of over 13,000 “ghost workers” from the states payroll, thus saving the state huge sums of money.
-Reforming the local government by reducing redundancy in the local governments.
ACCOUNTABILITY
-Ensuring accountability through the adoption of the Treasury Single Account (TSA) system which led to the closure of 450 accounts belonging to different MDA’s and recovery of N24.7 billion which was remitted to the State Government account with the Central Bank of Nigeria.
-Tremendously reduced corruption and diversion of government’s funds through the adoption of TSA and blocking of wastes and leakages.
-Maintaining yearly budgets that are oriented towards capital expenditure thus delivering the biggest chunk of capital spending in the state’s history.
ENACTMENT OF ENABLING LAWS
-Passage of 21 Executive Bills into law within two years and it is still counting . These include the laws creating our reform institutions: KADGIS, KADIPA, KADFAMA, the Tax Codification and Consolidation law, Pension Reform and legislations on Public Procurement, Public Finance (management and control), Regulation of the Water Sector, Substance Abuse and Treatment, Primary Healthcare under One Roof, Street Begging and Hawking, the Kaduna Masterplan and the Vigilance Service.
ELECTRICITY
-Providing and installing transformers for rural and urban communities
AGRICULTURE
-Encouraged farmers through several initiatives.
-Eliminated fraudulent fertilizer subsidy
-Got 50,000 tons of fertilizer to farmers in 2016 at N4000 per bag and selling to farmers directly through a private company.
LAND ADMINISTRATION
-Established the Kaduna Geographic Information Service (KADGIS) which has digitized the land registry.
-Commenced the recertification programme to convert old, unreliable paper Certificates of Occupancy into digital titles.
-Launched the systematic land titling and registration to give opportunity to farmers and other untitled land owners to get valid title at a fee of N5000.
SECURITY
-Provided 107 vehicles, 50 motorcycles and bullet proof vests.
-Trained 34 Operation Yaki personnel to operate the security drones acquired by the state government to improve the capacity of security agencies for electronic surveillance.
-Committed funds for security operations to stabilize the security situation in parts of southern Kaduna and against banditry, cattle rustling and kidnapping.
-Setting up the Agwai led Committee to look into the insecurity challenge in Southern Kaduna and make recommendations. Implementation of the recommendations have led to peace and stability in the area.
-Launched and executed operation against cattle rustlers and criminal gangs operating around Birnin Gwari forest with the support of security agencies and neighboring states. This has led to recovery of stolen cattle and arrest of notorious criminals.
-Setting up of a peace commission saddled with the responsibility of addressing the various ethnic and religious conflicts of the state, headed by Bishop Idowu Ferron. The Commission would reduce violence, advocate ideas and programmes that affirms diversity and promotes peaceful coexistence.
